I think you have a very hazy understanding of RT-PCR machines, how they work and what commercial labs can do.
Most of the garbage data problems we have are because federal agencies are staffed with incompetent morons incapable of doing the science they are ostensibly in charge of.
The politicians quickly figured out that they could benefit from the chaos caused by the incompetent agencies which is why nobody is being held accountable for all the screw ups, bad math and all manner of malfeasance.
