I have no idea but made me think if they could tell you were taking precautions; looking at the outside of your envelope someone would know that’s probably one worth throwing away.
What is against the law is them disenfranchising our votes !
The fix is in. There should be no holes in any election ballots, period. If there are holes, it is for a nefarious reason, called cheating, however it is done.
