It appears that the stage is being set for another fraudulent election.
There is a PERFECTLY logical explanation for this... don’t get bent out of shape over it.
It’s simply so that the mailman can see inside, when he or she decides whether to deliver it or not.
Of COURS3 they’ll cheat. Why wouldn’t they? Nothing happened after the last election.
Just our elite overlords being frugal: save the forests by omitting some of the redundant paper.
Riverside County here. There are 2 Holes in the return envelope but you can’t see any vote through the holes.
There are no names or “voting circles” on either of the folds.
I suspect the Dems will try and cheat through stuffing the ballot box, not by examining individual ballots.
Mine didn’t have holes BUT once you’ve inserted your ballot into the envelope it is easy for anyone to see how you voted.
Hold the envelope up to a light and look along the bottom edge ..... Ta Da !
Now it can be tossed.
Then you can go read articles by Democrats about voter suppression.

My envelope has holes but the ballot marking do NOT line up with them. I think this one is hoax.
They are on Dem and Rep ballots.
You know the answer.
If the only thing you know are types of ballots from more conservative areas you know which to toss.

I don’t watch much commercial TV but was sitting around some other place that had the local news on. Lots of commercials from Newsom and the Democrats saying “Stop The Republican Recall”. Probably good slogan if I had to be fair.
Larry Elder also had some ads that followed but not as many. I think his slogan was “Return the Heart to California” or something like that. The fact that I don’t remember it means it’s not as powerful a marketing slogan.
All of us should contact our registrar of voters office tomorrow and ask the reason for the hole and then compare notes here on the explanations given.
Is it “illegal” to wrap the ballot on both sides with writing in a good quality piece of plain paper before inserting it in the envelope?

Each county seems to have its own format. Riverside has two holes by the signature line, but no information can be seen. I received a text today from the county reminding me to return my ballot. I will know whether it gets there, but that’s all I will know.
Need to find out if ballots mailed to registered Democrats also had holes.
If not, doesn’t matter how you place the ballot inside. The hole tells the story
Hole placed in envelopes allow an easy way to see if envelope has been emptied.
