I’m just wondering who would greenlight Hillary calling Canada in any kind of quasi-official capacity. Who else is calling other world leaders?

Well, the Democrats have a history of doing this….remember Kerry during PDJT’s administration? They're not supposed to do it but no one ever gets in trouble for doing it. I think there are 2 factions of the Democrat party; The Obama party and the Clinton party. I guess Trudeau likes the Clinton faction. The world knows Biden is a puppet for Obama so I'd expect that whichever faction a Country aligns with, they reach out to.
