The exact quote is "if you are vaccinated and then become infected, your risk of developing severe disease or dying is better than if you were not vaccinated and then become infected with Delta." That is, your chances of dying are lower if you are vaccinated even though the vaccine does not protect against infection particularly well. It is better to have a lower risk of serious consequences to infection.
