I don’t think it works that way.

If Biden goes, Harris becomes POTUS, and she appoints a VP. There may be some sort of Senate confirmation required, but P-lousy would remain third in line.

P-lousy could only assume the Presidency in the event that both Biden and Harris are removed at once, or if Harris becomes President and gets removed before she gets a chance to get her VP choice sworn in.
