It is existing law that has been updated:
See section 4, including subsections a and b; they are in black text, but section c “c” and “is” are green, and subsection “(2)” is red line-out with a green “e” in front, and in section c the “shall be” is in red line-out.
This is an —existing law— that has been changed to add the shot card prohibitions in green at the bottom.
As I recall, there is a Health and Safety code in California that allows the state to lock people up and force treatment for stuff like Tuberculosis. I remember we had at least one of those.
It wouldn't take much to use that law to lock up us evil, terrorist, anti-vax, enemies of the state, deplorable white devils, and threats to public safety.
