What is being described here is just an aspect of a later phase.
The insidious and long-game goal is to condition Americans to trade liberty and self-determination for security and safety. This psychological training is a multi-level effort, because the instinct to be free is so deep, but the aspect that I have most often seen explained is trading institutional freedoms for civil security, such as airport screening or domestic surveillance. But I think a lot less focus has been put on the long term effort to get people to fear lost of domestic security. We’ve gone from a welfare minority to the point now where a very large fraction of the population would gladly live on the dole of the government below the poverty line just to avoid being reliant on a paycheck.
When you get nearly to the point where a minority of the population are producing anything and the economy is about to collapse on itself because there aren’t enough people to tax and those who still produce can see it coming, you need a way to suppress the final rebellion, and that is where I think the aspects this type of social control come into play.
