It’s not “a $1.5 million house” until someone pays that much for it on today’s market.
I the local government assesses the property at 1.5 million for real estate tax purposes then it’s a $1.5 million house.
Can’t speak for Baltimore, but in our area (SE Tennessee) houses are selling sight unseen well above asking price. It’s a free-for-all right now. Never seen anything like it. All the Uhaul lots in our area are busting at the seams with dropped off trucks and trailers. Houses are listed for hours before going under contract, not days or weeks.

In today's market that probably means it's a $2m house.

A major reason our country is in the trouble it is in today.
So many people do not understand the problem. Lack of logic? Shallow minds? Trolls? But whatever, that post is a splendid example.
The problem here is not the value of the house. It matters not whether the house is worth $50,000, $5,000,000 or the 1.5 million mentioned.
I repeat, that is not the problem. The problem is that it belongs to a widow who put it up for sale because of the death of her husband. The home probably represents a large percent of her net worth. She probably is counting on its conversion to cash as a factor in her living standard for the rest of her life.
And someone is stealing it from her any all you have to say is “Not worth it until someone pays that for it”.
That is your contribution to the problem? We have to determine what it is worth before we consider it a problem?
