Yes, that is because visitors are not allowed, most non-emergency care is cancelled or postponed, and employees that can work from home are told to work from home - this the empty parking lots. How many people that are sick enough to need to be in the ICU with Covid do you think drove themselves to the hospital and parked their car in the lot?

There are not many lights on at night and not all of the air-conditioning chillers run during the daytime. That means most of the building is shut down with neither staff or patients inside.
