They will do it with your license plate renewal/inspection. Odometer readings taken then and charge you for the miles you have driven. They are arrogant enough to maybe even require you to report with your car to a tax center quarterly.
Like the income tax they will want it collected frequently and automatically.
If people had to write that check once a year we would have a revolt
