(1) TOOLS.—In selecting the methods described in subsection (c)(1), the Secretary shall coordinate with entities that voluntarily provide to the Secretary for use under the pilot program any of the following vehicle-miles-traveled collection tools:
(A) Third-party on-board diagnostic (OBD-II) devices.
(B) Smart phone applications.
(C) Telemetric data collected by automakers.
(D) Motor vehicle data obtained by car insurance companies.
Just another commie tool to try to coerce rural citizens under the urban umbrella where the democrat troops antifa/blm can control them. Those rural folks that live double digit miles from the nearest shopping, medical or any other help for any activity city folk see as everyday will get hosed as usual, per the plan. There is already a “black box” in every new car and has been for years, similar to the black box on a plane.
