I don't recall ever getting a ping when on a thread where someone addressed a post to "all."

Maybe it's just another screen name that goes to a dead letter account? I don't know.

Good question. Maybe in the early days it did work like that and then was changed, as the feature was abused, or as the number of active posters grew turned out to be a resource hog.
