These are prisons in every sense of the word. There is a single, monitored location where exchange of materials and visits from those not detained occur at a safe distance of 2 meters - this sounds like the Australian mandatory quarantine where they had heavy guard presence manning every floor and there was one centralized entrance - people were not allowed to call out to the sidewalk outside the fenced excercise yard to converse with people parked outside the fence. A guard showed up and insisted any visiting take place by those outside going around to the entrance and requesting permission.
Men and women will be isolated sparately. Check the 2nd paragraph down - the one that talks about loss of freedom and personal interactions may require "additional psychosocial support structures/systems." I can imagine that's true, because we were born to be free and we're not already adapted to cages.
Note. The first tier of bullets are described as 'prerequisites' and the sub-bullets are "Considerations as suggested by the CDC] I think this means they are adapting Autralia or Canada's medical prison policy documents to American CDC standards.
There is one ‘prerequisite’ they left out...
A cataclysmic event such as a nuclear detonation, or world war breakout, or SERIOUS and LETHAL biological release that can justify martial law.
Because that is the only way they are going to enforce this.
