Narcan will push the narcotic out of his cells and fill that space (basic explanation).
The problem is Narcan has a short Half-Life and depending on the drug, amount and means of the overdose the patient needs more Narcan every few minutes until the overdose drug is processed out of the blood stream. Which can take some time.
Also, the Nasal version of Narcan does work, IF the patient is breathing. We always started an I.V. And gave Narcan via I.V. Push.
And drug-use started SO innocently.
Local LE started issuing narcan to the field about five years ago, as a direct response to the amount this stuff that was being contacted.
This is one of the many attack vectors that the CCP has been pursuing for the past couple of decades.

Just touching it can kill you.

Yet there is a market for it, among people who
DON’T DIE yet buy it and use it. Wow. Amazing.
So they buy it, touch it, use it, and don’t die.
But everyone else croaks on a monumental scale just from being near it.

Hand out heroin freely, and the problems will go away. Many will die, but the rest of us will not be burdened by their weakness.
Some people are keyed for addiction, some are not. I’ve taken lots of narcotic painkillers in significant doses, and have never been inclined to continue. Others seem to be addicted the moment they take it the first time. Same with alcohol. Same with food! (my addiction).
To each his own. Their body, their authority, their responsibility.
Just before I retired Fentanyl began making its appearance in Detroit.
But they still preferred Crack and or Heroin.
What you just said I have been thinking about for a long time.
It is indeed odd.
The only thing I concluded was that the cops are finding large amounts before it’s packaged into small dose bags and the dope dealers use protective breathing mask (so many different kind) to package the stuff up.
Perhaps they also cut it with something, and in this case it was in pure form?
But it’s still odd. It didn’t look like the Deputy was throwing dust around.

My father was in a lot of pain before he died. They used fentanyl patches to administer the drug. It is absorbed through the skin. That said, I haven’t a clue how much would have to be absorbed to kill a person.
And George Floyd had 3 times the lethal level in his body at the time he started saying “I can’t breathe.”
The patches were from 25 for non opioid tolerant and 50 and higher for others. They lasted 3 days. They were not like these street pills that police tell us are much stronger.
The patches weren’t even enough to stop his pain after awhile. Thinking about it kind of brings me to tears. Only been a couple years ago.
Touching it will not do anything. It has to be inhaled or injected to have any effect.
Fentanyl is ANOTHER Communist China biowarfare attack on the UnitedStates.
Communist China IS OUR ENEMY !
Maybe it was carfentanil, and they got it confused?
