This is a horrible story and that young man will have to live with the consequences of his actions the rest of his life (and his twin brother will be sadly suffering from them). You can't undo an amputated leg.

As a sidenote, young adults are notoriously hard to buy for at Birthday or Christmas time. I'm thinking a pre-paid Uber card might be a good gift option for "party-age" young adults in your family. Might prevent them from getting into a bad situation someday.
