Torah Law would impose either a death penalty or the equivalent value of the income of the victim for life. If allowed to live, the offender would be required to work, with all income of said labor going to the family of the victim. Torah does not provide for prisons. It punishes evil deeds in kind and demands restitution. No one should be allowed to live in a prison without work. Unrepentant repeat offenders have no place in a righteous society.
