For the second Olympics in a row — but not the last — Russian athletes are not competing under the name or flag of their home country and their national anthem does not play at medal ceremonies.
Instead, because of an anti-doping penalty partially upheld by the international Court of Arbitration for Sport last year, the Russians are competing for the “Russian Olympic Committee.”
The acronym, ROC, has appeared often on the scoreboard and on TV screens during the Tokyo Games.
Russia is not allowed to use the country name this time, The country flag cannot be used, and the national anthem, I think, is not played when a Russian wins gold
The sanctions were imposed because the Russians were doping so much even the IOC noticed.
Russian Olympic committee I believe since the country was banned for several years due to flagrant cheating. Several of the cheat organizers ended up dead btw.
