I don't think the Speaker has the authority to issue these kinds of arrests.

In the Rules of the House of Representatives, the word "arrest" only appears three times in regards to quorum and voting.

A search for 'Sergeant-at-Arms" returns rules on maintaining floor privileges, impose fines for recording the proceedings on smartphones, and report ethics violations to members.

Conversely, the Constitution explicitly gives Congress immunity from arrest.

Article I Section 6:

They shall in all Cases, except Treason, Felony and Breach of the Peace, be privileged from Arrest during their Attendance at the Session of their respective Houses, and in going to and returning from the same; and for any Speech or Debate in either House, they shall not be questioned in any other Place.
The Speaker's powers are not superior to the Constitution. I don't think she has the power to order the arrest of members who refuse to wear a mask. Congressmen have immunity from arrest on the House floor.

McCarthy should defiantly cite the Constitution and dare Pelosi to violate it.

Things are a little different in Amerika . . . Nanzi can do anything that she can find a judge that will allow it and ignore the rest.
