"As far as I can tell, throwing together palladium and hydrogen and copper delivers no known chemical reaction that generates electricity, right?"

In the gas phase, no...at least not that I am aware of. Liquid electrolytes, yes. HOWEVER...one must be SURE to keep any liquid electrolyte phase from forming, as electrochemical corrosion can be very insidious, and "can" cause electric currents.

Is your point that no new electricity from wind or solar needs to used to charge the battery. Rather the chemical reaction just keeps producing electricity until the chemistry is used up?— Which could take years ... because the efficiency of the reaction—is much much greater than the efficiency of other known chemical batteries.

It would be a new chemistry, a “super-resonating” chemical reaction. That’s what Pons & Fleishmann discovered. Their mistake was that they never shoulda used the word ‘nuclear’.

Maybe they are forming Linear Luttinger Liquids?

Did you ever look into Yoshiaki Arata’s pycnodeuterium?

This sounds very similar.

'Fraid not. You've obviously been spending a lot more time on all the different approaches than I.

That was what got me re-interested in LENR. I made money off it.

"Did you ever look into Yoshiaki Arata’s pycnodeuterium?"

The difference between Arata's work and what I proposed and the reference in this thread appears to be the formation of the deuterated layer on the metal by codeposition by electrolysis and then placement of the formed layered metal in a deuterium gas atmosphere and heating it.

Hmm. If they have the ingredients for this on Mars—that could solve the problem of getting reliable electricity to a settlement there

Sounds like a Patterson cell?

Construction

https://en.wikipedia.org/wiki/Patterson_power_cell

The cell has a non-conductive housing. The cathode is composed of thousands of sub-millimeter microspheres (co-polymer beads), with a flash coat of copper and multiple layers of electrolytically deposited thin film (650 Angstrom) nickel and palladium. The beads are submerged in water with a lithium sulfate[2] (Li2SO4) electrolyte solution.

"...with a flash coat of copper and multiple layers of electrolytically deposited thin film (650 Angstrom) nickel and palladium."

With the Patterson cell, only the metal layers are electrolytically deposited, not both deuterium and palladium simultaneously per SPAWAR.
