The US govt effectively forced a booming, private economy to close. What they didn't force is banks, mortgage companies and other financial institutions to do the same. You cannot take 12-24 months of income from people and simply let their mortgages stack up over the same period of time.
Financial institutions should have been FORCED to defer all monthly payments for the same time period without any stipulations. If they had done that, the shutdown would have never occurred and Trump would still be President.

Long and complicated applications for rent assistance apparently discouraged many tenants in need, especially immigrants without documents. That's good. Make the applications longer.
