It is a obfuscation tactic. They were probably sorted and stacked until they were subpoenaed.at which time they just grabbed handfuls and stuffed them in various boxes. The object being to make the audit as difficult and time consuming as possible.
And then, when the audit DOES FIND problems, the democrat party national press corpse will claim the audit is “fake” because “the ballots were sent in unsorted boxes with no official totals.”
This is no surprise. 15 years ago I requested some data from Tricare under FOIA. The data was claim data of claims filed in the Philippines. It consisted of maybe 8 columns like claim number, (not name of beneficiary), dates filed, amounts claimed, date processed, amount paid, date paid etc. When I got the data Tricare had taken the columns and shuffled the data in each column so that they did not line up with the next column. The excuse for the sabotage was “operator error”. I eventually got the data in the proper form which assisted us in proving that denial of claims were extremely high and not in accordance with the proper adjudication of claims. Some claims took 2-3 years for adjudication after 4-6 denials initially.
When the government knows that they have not done things by the book they will sabotage the data, info, evidence etc. in ways that require the recipient to expend hundred to thousands of hours in order to make sense out of it, or to become aware that crucial data is missing, (which later will be discovered to have been “overlooked, innocently”)
