Anything added that causes the virus to do something ore than it naturally would do enhances it.
To give an analogy if a virus is a criminal:
Gain of function: See what happens if we give them a flamethrower
Genetically modified vaccine: Force them into an orange jumpsuit they can’t get out of.
One is gain of function, the other is a way of controlling them.
