I don't, either, but I seem to recall reading THIS somewhere: "Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted."
I suppose the argument would be that if you can afford it it is not excessive, but for this sort of nonviolent, selectively and partisanly enforced alleged crime?
If the code you cite is written in cursive, and this is an Obama judge, the explanation is clear to see.
