The Democrats are the ones who passed this bill. The Democrat governor is the one who signed this bill. The majority of Democrats in California are women and these are the people they elected.
The elections were their opportunities. Elections have consequences.
I thought I read where they pulled out of that plan, because using a condom prevents DNA evidence when they are raped.

I recommend that the inmates identify as innocent and walk out of prison. Then they could identify as indigent and collect hundreds of thousands of dollars.
