This is going to spread like wild-fire over the web, but let’s take it easy.
Even if the Spanish report (it looks like a ppt-presentation in the original Spanish format)is correct, and we take their figure of ca 750 ng / vial (ie 750 x 10^-9 g) this is far less than any in vivo toxic dose.
According to the paper below the in vivo toxic dose (intra venously) is larger than 1 mg/kg body weight (mice, rats). Even if we take the smallest figure that would mean a total dose of 75 mg for a normal human adult. That is a dose which is 100 000 larger than the amount of graphene in the vaccine sample (which according to the paper was actually 6 doses).

It could be of minimal significance, but then again such injections are already being used in experiments to control the movements of the study animals.
Worth having it (fittingly) on our radar, but not draw ultimate conclusions without more information.
