How old are you? There is more of an age bias than a race bias in silicon valley. And really it is a bias for cheap labor, which is why foreigners and recent grads are preferred.
Many startups in Silicon Valley don't want to hire H1-Bs, because they are too expensive, and too much work. What most people don't realize is It costs the company $20k+ in legal fees to get that H1-B. And once the company sponsors an H1-B, they can jump ship and take it to another company.
Now, people who are on L-1 Visa, they can't just leave, they have to find a company that will sponsor them. But for a company to bring an L-1 worker to the U.S., they have to work for that company for a year outside the U.S.
The majority of H1-Bs who are underpaid are ones who are working for an employer who farms them out as a contractor to other companies, by a vendor who specializes in this. They work for another Indian guy, and I'm not sure why they don't seem willing to leave. Or they work for some other kind of chop shop. H1-Bs who work for FANG companies, or well-funded startups make a lot of money, and are paid competitively.
