If it is a foreign company, how did they get a US gov contract to monitor US military web traffic?!
The answer is that foreigners are PREFERRED by the people who refer to themselves as the “US government”.
People will tell me that’s not true. Sorry. Been there, seen that.
A quick search of the web indicates they are very tight with Google

That might mean connecting them with a mentor or counselor, possibly a former extremist.
They quickly moved from ISIS extremists, to selling their wares to many different countries all looking for their own "extremists." Hence their adoption by the US Dod and State Department. Moonshot as several UK Hedge funds as their sponsors, and work closely with the Google "Jigsaw" incubator, which some have called "Google's spy agency."
