It's the Jersey Shore effect. A tragedy happens (never let one go to waste), extreme measures must be taken and coincidentally, the new and safer structures sell for a much higher price that also increases the property tax intake for the County. Of course, the new price tag also prices out the lower classes who can't afford to buy so the neighborhood gets cleaned up in the process, as well.
