Yes, it is a complete conflict of interest and immunity for treatments cannot be extended to firms and government agencies that created the disease the treatment is for.

If they were guilty of making the banned gain-of-function bioweapon, they cannot be given immunity for the treatment. Other firms, yes, but not the disease creator.
