An old conspiracy theory that I've long heard about. So I did some Googling (actually DuckDuckGo).

This 1998 article by Eric Margolis reports allegations that Israel, Russia, and apartheid South Africa were all working on germ warfare that only targets certain genetic groups.

Lots of articles about ethically-targeted bio-warfare came up, going back to the 1990s, about various nations allegedly doing it.

Back in the 1980s, Louis Farrakahn was claiming that AIDS was created by the CIA to target blacks.

And The X-Files had stories about genetically targeted bio-warfare.

You are correct. Long time goal. I think they just perfected and released the one that gets the weak and old. The vax seems to be in play as an incubator for the youngers.

If you don’t think “They” know what “they” are actually doing then you don’t know what is up .
