It's actually lower by a wide margin, and the document provides "expected deaths" within this time period based on actuarial data. Actual deaths are far lower than "expected deaths". So yes, they are just trying to twist the numbers into some giant conspiracy. And as always, conspiracy nuts eat it hook, line and sinker.
