Paul carefully pointed out that the work he mentioned in Wuhan was gain-of-function. Fauci blankly denied it, and then offered the straw man that Paul was asserting that the virus described was the Covid-19 virus. Paul said he was not, and Fauci spoke over him, and tried to use the straw man to claim Paul was lying.

Paul is establishing the first step - that gain-of-function work was done in the Wuhan lab, which Fauci was trying to deny, and trying to deflect from.

That is because if it can be established that SOME gain-of-function work was being done there, then there might have been OTHER gain-of-function work being done there as well. THEN they would have a place to look for the development of the Covid-19 virus.
