The TV audience is world wide, not just NBC and the US. We may well be sick of the Olympics, and NBC’s stupid coverage of them, but you can be sure that TV sets in Mexico or Brazil will be tuned in when their teams/athletes compete.
Given the anti-American attitudes of many on the U.S. Olympic team, I wasn’t going to bother with the Olympics anyway. Why watch them when the athletes are going to insult their native country and go unpunished for their disrespect?
If ratings were going to be boffo, Japan wouldn’t give a fig about its populace.

Considering how the government performed after Fukushima, I’m expecting something similar with this. Face saving, butt covering, and lying like crazy.

I am sorry, but you seem to be mistaken. Tokyo (or any other area in Japan, I believe) has not been under lockdown whatsoever. There have been a few inconveniences, like requests to wear masks, and no alcohol served after 20:00; but there has been no lockdown whatsoever.
