RE: Fann suggested that the Arizona Senate does not have the authority to replace the electors in the state of Arizona.

What are the constitutional implications of a State like Arizona uncertifying a Presidential election that they previously certified almost a year after the fact? Is it lawful to do that?

Plenary powers. Look it up. It's extra-judicial, extra-executive, solely legislative between states' legislatures and Congress. We're well past 'certified'. We're into UNLAWFUL according to applicable state law. But there should be only removal, no replacement. The states that can't run lawful elections don't get represented in Congress until they can pass an audit after the next election (my suggested ruling of Congress).
