FYI, Killeen is probably > 95% non-texans who moved there for the Airbase or jobs....

One of the two ‘S’s - Suicide or Senile.
There’s a pretty good chance that whoever hit him was associated with the military = 140,000 in Killeen (including children) about 40,000 soldiers on base (not counting civilian employees).
Trivia footnote- 31 dead at Fort Hood in 2020 - 5 acknowledged homicides, 11 alleged suicides. Unclear how the rest were classified. Life is cheap to the folks at Fort Hood.

Dumbass shouldn’t have been on the interstate with a bicycle. Sad but It’s 100% his fault. It is completely unreasonable for drivers on the interstate to be expected to watch out for bicyclists.

I’ve bicycled on Interstate Highways in the western U.S. states, where, as you indicate, it is legal to do so along certain clearly posted sections. However, bicycles are restricted to the interstate shoulder, which is quite wide, and is relatively safe. Any bicyclist riding in a travel lane of an Interstate Highway has a death wish.

Last I heard bicycles and pedestrians are not allowed on Interstate highways. Every hitchhiker has known since the 1960's that the only chance for a ride is while they are still on the on ramps.

Correct. It is legal to bike on the interstate in Texas, as other states. The shoulder would be the only sane place to do it. Same for walking; egress on the shoulder of a road, should be legal in all areas, one would think.
