However, my understanding of the VAERS system is that requests all adverse events temporally associated, though it doesn’t require causal association. Makes sense that submitting false reports to a government system would be punishable.
Doesn’t change make the data causal, nor does it require proof of causation to avoid the penalties you note.

And people have long believed in causation of ‘adverse events’ by comets, eclipses, and black cats crossing their paths.
It’ s an historical fact that people believe without proof and instead require the correlation/causation to be disproven.
So far ‘adverse events’ that affected 1 in a 100,000 have been investigated and responded to by the docs.
