I think the circulars are more apt to accompany non-injectable medications (e.g. oral, topical) as far as the consumer/recipient is concerned (fat multi-folded wad of onionskin paper with tiny print that you have to pry off each bottle that you pick up from the doctor or pharmacy), and I think the circular for injectable medication is retained by the healthcare provider/one administering the shot.
