I don’t agree that falling 16 feet meets the definition of “plummeted” but it’s still enough of a distance to kill a person which is why OSHA requires fall protection whenever a person is working more than 6 feet off the ground.

Actually apparently injuries from falls are different depending on what industry you’re working in:
“OSHA requires that fall protection be provided at elevations of four feet in general industry workplaces, five feet in shipyards, six feet in the construction industry and eight feet in longshoring operations.”

Oh yeah, let’s not forget steel workers at 15 feet.

That's not what it said. The only sentence with "16 foot" in it was:
when she apparently lost her footing and fell into the 16-foot pool below.
It doesn't say how far she fell. Just that she fell into a 16 foot pool below.
