Orders are not laws. There is a difference between laws, statues, regulations and orders.
That’s why we have “law” enforcement. We do not have “order” enforcement.
It’s a meaningless order because there is no legal way to enforce it.

Well, we've already seen how this will play out. Stores and restaurants will comply with the order because they can't afford not to. They will mandate masks for any member of the public who wants to come in. Public venues like arenas and stadiums will also comply and mandate masks for entry.
We can ignore the mask mandate in private homes, but the managers of any other indoor space will knuckle under and force us to wear masks if we want to come in. That's how it worked just a few months ago, too.
