Yes, there were some formulations of the early vaccine that were counter-productive. I think the ‘Cutter Lab’ batches were particularly troubled. Vaccines were, of course, in their infancy in the 1950s. Even today, some vaccines that use a weakened live virus (attenuated) can cause symptoms of the target disease...because it’s the target disease, only weakened. But, those incidents are incredibly rare.
With respect to the Bill Gates conspiracy theory, no, tens of thousands of kids aren’t paralyzed in India and Africa due to polio eradication efforts, paid for by Bill Gates or anyone else.
Vaccines have generally been so incredibly effective, people have lost all sight of what life was like before vaccine technology existed. In many ways, they’re a victim of their own success.
