Most active duty military transfer to their new bases in July-August due to their kids' school year cycle. Between that and vacations, the flying schedule might be lower than normal.

I would also suspect the Afghanistan withdrawal reduced the rotations of guard and reserve into overseas deployments which also reduces the rate of stateside training before deployment.

Not just in US. UK is abnormally quite. Nothing going on at Donna Nook (Bombing Range), Lincolnshire for weeks. It’s usually active every day. Other airfields in Lincs. are very quiet. Normal mil flight paths are empty of both US and UK aircraft.
