I wouldn't go that far. His problem is that he was more loyal to the "chain of command" than he was to the Constitution or the president who appointed him. Many (former) marines have a problem with this kind of rigidity, which easily lends itself to corruption, although it is not necessarily their intention. It's just a quirk that too many tend to have.
