Then why did Biden help the process along?

Truth is that this gives all the power to Germany and Russia. Why else would someone like Gerhard Schröder be involved?

And are you actually accusing Trump of wanting to help Biden, Kerry, the Pelosis etc. by using sanctions to stop Nord Stream II??

In that case, Trump is trying to promote American products, and he simply did not have the power to prevail over the neocons. Same story in the Syrian war.
The alternative is to give much power to Ukraine, which allows Washington DC to get their hands on the money involving transit. It also guarantees Ukraine access to gas that they frequently do not pay for. They steal because Russia cannot stop the flow without impacting the end customer.
Ukraine has done massive damage to our country in the last eight years, infesting the state department, the military, and the DC establishment. Half of the impeachment witnesses had Ukraine connections. They have too much power over our foreign policy.

In any case, if I was a German, I would rather get the gas directly from the pipeline. With the ascendancy of the AOC crowd in America, structuring your whole infrastructure around American gas is not a good bet.
Putin could cut off their gas, but that hurts him just as bad. It would be like Guatemala cutting off our bananas. Yeah, we would have a banana crisis. Guatemala would have an income crisis.

Trump tried to make lemonade out of the neocon lemons. That’s about it.
