This is merely an email sent by some private citizen to the FBI. It is illiterate, and loony.

Trying to pass this off an important is a function of either deliberate misleading or diminished mental capacity than any ability to discern useful information.

The "someone else (blanked out)" is likely a political leader in Trumps team the FBI have been illegally tracking.
This was put into Seth Rich's actual report to show those people the FBI has been reading their Emails and wanted them to know they can't do anything about it.
