The CDC has a team that travels the globe to collect the bodily fluids. Excrement, and tissue samples from plague diseases. They then cryogenicly freeze them in Atlanta for future distribution for study.

Now remember there is a huge difference between a center for disease control, and a center for disease eradication. Control is what they use diseases for.
