Not a chance they are that stupid. They will send in state-run chinese corporations to get the materials and minerals they want, and give out partnerships and protection money to all Taliban/Government officials needed to ensure the deal succeeds.
I've been thinking the same thing. This will be fascinating to watch.

Pick a troublesome tribe.
Help its enemies (they all hate each other) annihilate and loot them.
Wait a bit, then pick the next troublesome tribe.
Rinse, lather and repeat.
When the Afghan tribes finally figure it out (if they figure it out), the Chicoms will finish off the survivors themselves.
