It looks like the liquified mud was dammed up somehow and the dam broke.

The soil gets nice and wet and then it becomes a molasses type mixture and a minor quake can set it all moving down a hill.
The only way to prevent this is to not build in those types of zones and build “earth dams” and diversionary canals for the soil to run down, but that is very expensive .
