The thing to watch for in this particular incident is the political exploitation of it as a way to damage Ron DeSantis. You can sense the fear that the Democrats have regarding Gov. DeSantis as a prospective 2024 candidate, and they will use any issue they can as a weapon against him.

In this situation - there is a very remote state function, a significant County and local government role. The relevant details are the construction in 1981, the approval of the plans in 1980-80, the occasional local government inspection and applicable codes, and perhaps most important in all of this is the action/inaction of the Homeowners/Condo owners association that kicked the can down the road on repairs and inspections. Very little has anything to do with a GOP governor who was elected in 2018. But that won't stop them.
