Just because they didn’t press charges against her doesn’t mean that she wasn’t at fault or even that they didn’t think that she was at fault. Whether she was at fault, and whether she gets formally charged, are two different things.

There was a second crash that occurred at 6.8mi of the same stage when two riders crossed tires. That crash took out nearly the rest of the peloton.

That second crash knocked four riders out of the race entirely. (Konovalovas, Lemoine, Soler, and Sütterlin)

What should the race organizers do about the two racers that caused the second crash?

Using your logic, they would also be at fault for their carelessness. Shouldn't they also be charged under the same laws being applied to the spectator? (Careless disregard for the safety of the riders)
